Foundation Learning Development Project

Introduction
Brighton & Hove City Council (BHCC), in partnership with City College Brighton & Hove (CCB), received funding from the Learning and Skills Improvement Service (LSIS) in January 2010 to carry out a development project linked to the implementation of Foundation Learning (FL).
We called upon our 14-19 partners from schools, colleges, sixth forms, 3rd sector, private sector and public sector and invited them to help create a task force of engagement experts in order to help shape and develop the Personal Social Development (PSD) and Functional Skills (FS) elements of Foundation Learning delivery for the city’s most vulnerable learners and those learners with challenging behaviours.
Through a series of workshops and a sharing of joint expertise we worked to produce the following outcomes:
- A delivery and resource pack to include guidance on delivering PSD and FS to the city’s most vulnerable and challenging learners and lesson plans & guidance notes for teachers / managers
- A number of key in service training days for schools, colleges, sixth forms and third sector providers in the city who currently deliver, or will soon be delivering, FL programmes
- A Professional Friend scheme for ongoing support
- A recommendation to the city’s 14-19 Curriculum Group for a revised set of citywide off site delivery protocols taking into account the pastoral needs of most vulnerable and challenging learners
- A recommendation to the FL Implementation Group for the rationalisation of awarding organisations and FL QCF qualifications
- A pilot delivery phase to trial and test the lesson plans which would then be made available to all FL delivery staff citywide and via the LSIS Excellence Gateway across the country

This delivery and resource pack is a work in progress towards the first outcome and will be reviewed and updated on a regular basis as Foundation Learning is rolled out across the city.

Professional Friends Scheme
The task force is also developing a Professional Friend (PF) scheme which will offer opportunities for up to 20 pairings of mentor and mentee. This Professional Friend scheme will link skilled and experienced workers (mentors) with less experienced practitioners (mentees) in order to support and encourage their work in the delivery of Foundation Learning to vulnerable and challenging learners.
