14-19 Partnership Board

Working together to successfully drive the strategic planning of 14 - 19 education and training into the future.

The group includes all the Headteachers and Principals of the city's 11-19 education institutions and exists to:

  • effectively underpin the delivery of provision to young people, giving them the skills and confidence to progress; and
  • improve the quality, availability and breadth of 14-19 educational activity offered to young people in Brighton & Hove.
     

The group has been empowered by the Sussex Learning & Skills Council, Local Education Authority and Connexions to lead on implementing the national government's 14-19 Implementation Plan, which outlines a variety of curriculum reforms including the introduction of 17 new Diplomas and alterations to the GCSE and A Level syllabus.

The Board has an agreed 14-19 Strategy that covers the period 2008-13.

  • Mission

  • “To provide 14-19 education and training in Brighton & Hove which enables every young person to achieve their potential, and which will give them the confidence and skills to take their full place in society and employment.” [1]
  • Accountability

  • The 14-19 Partnership Boardis strategically and operationally accountable to the Board of the Learning Partnership, through which it reports to its primary stakeholders.
  • Objectives

  • 1.To inform, lead, shape and contribute to the strategic planning of 14 – 19 education and training in Brighton & Hove which will underpin the delivery of quality provision to young people to give them skills and confidence to progress effectively in their lives.
  • 2.To develop, promote, review and evaluate the priorities and principles contained in national and local policy documents related to 14 – 19 educational and training.
  • 3.In light of 2, the group will develop review, inform and agree an annual action plan and ensure that it guides all member organisations’ planning for the 14 – 19 education phase within the City.
  • 4.To measure annually the impact providers’ efforts have made on the priorities contained in the action plan.
  • 5.To monitor the implementation of strategies developed by the group in partnership with Learning and Skills Council Sussex (LSCS), Children and Young People’s Trust (CYPT) and Connexions.
  • 6.To secure from the CYPT, LSCS, and any other relevant sources, the funding necessary to address priorities contained in the action plan, and agree these with the appropriate funding bodies as required. 
  • Manner of working

  • The 14-19 Partnership Boardwill:
  • 1.Be the 14-19 Partnership Board for Brighton & Hove that will lead the formation and implementation of the 14-19 education and training strategy for the City.
  • 2.Expect its own members to be capable of, and willing to lead on drafting strategy on behalf of the City and as far as possible without prejudice from loyalties and allegiances arising from their role(s) outside the Group.
  • 3.That decisions made by the group are, in principle, binding on member organisations.
  • 4.To consult with relevant organisations when setting and reviewing its strategies.
  • Membership of 14-19 Partnership Board

  • The group should contain senior management representation from:
  •  Each of the city’s nine Secondary schools (Blatchington Mill, Longhill High, Falmer High, Hove Park, Cardinal Newman, Portslade Community College, Dorothy Stringer, Patcham High, Varndean School)
  • 6 Special Schools (ACE, Downs View , Uplands, Downs Park, Hillside, Patcham House)
  • BHASVIC
  •  Varndean College
  • City College Brighton & Hove
  • Plumpton College
  • Learning & Skills Council Sussex
  • Brighton & Hove Children and Young People’s Trust
  • Brighton & Hove Youth Services Board
  • Sussex Council of Training Providers (SCTP) representatives x 2

  • Non voting members:

  • The membership and structure of the Group should be reviewed after one year to assess its perceived success
  • Person Specification for Group membership

  • Headteacher, Principal or nominated Senior Management Team member/officer with the authority to, in principle, make binding decisions which may affect their own institution/organisation.
  • To possess a sense of accountability, through the Learning Partnership Board, to the people and learners of the City.
  • To be able to take an objective view of City-wide education and training issues and an equally dispassionate review of where resources should best be directed.
  • To be willing to give time to the Group’s work, including participating in working parties and consultation exercises with colleagues outside the group
  • To have current, first-hand, strategic experience of the City’s educational and training provision
  • To be willing to familiarise themselves with aspects of the City’s educational and training provision about which they may know little.
  • Organisation of meetings

  • 1.An appropriate number of meetings a year will be determined on an annual basis by reference to the demands of the Learning Partnership Board and the necessities of the work the Group sets for itself.
  • 2.The 14-19 Partnership Board will elect a Chair and vice chair on an annual basis who will lead the Group’s work and liaise closely with the Learning Partnership Manager who will convene and co-ordinate the membership of the group and its activities between scheduled meetings.
  • 3.In the absence of the Chair and vice chair, chairing the meetings will be decided by members in conjunction with the Brighton & Hove Learning Partnership Manager.
  • 4.Meetings shall be deemed quorate when twelve voting members, including a minimum of seven institutions, are present.
  • 5.Declarations of interest must be lodged with the Chair at the beginning of each meeting.
  • 6.Up to three observers are able to attend each meeting of the 14-19 Partnership Board, with prior notification to the BHLP Manager and/or Chair.
