Learning Outreach Strategy Group
Purpose
- The purpose of the group is to oversee the implementation and development of the educational outreach strategic action plan, 2008 – 2011. The plan outlines ways in which the development of educational outreach work will contribute to greater participation in decision-making, greater participation in learning, and improved performance of educational outreach services in Brighton and Hove.
- Objectives
- Devise an annual action plan with SMART objectives based on the key strategic goals and actions outlined here, prioritised to fit in with the resources available. This will then form part of the Adult Learning Group overall action plan.
- Work with others to create inclusive processes to implement the plan.
- Regularly review progress of the action plan, with an annual review as a minimum.
- Contribute to and participate in the community engagement framework and the City Employment and Skills Plan.
- Report to members of the Adult Learning Group, and therefore to Brighton and Hove Learning Partnership and LSP.
- Identify additional resources and funding required to carry out the plan.
- Accountability
- The Steering Group is strategically and operationally accountable to the Adult Learning Group, a sub-group of the Board of the Learning Partnership, through which it reports to its primary stakeholders, the Senior Strategy Group and the Local Strategic Partnership that recognises the Learning Partnership as its learning and skills ‘arm’.
- Manner of working
- The Steering Group will expect:
- To be the body that leads the formation of, and contributes to, the development of the outreach strategic action plan
- Its own members are willing to lead on developing the plan on behalf of the City and as far as possible without prejudice from loyalties and allegiances arising from their role(s) outside the Group.
- That decisions made by the group are supported by each member and are presented to the organisations’ decision-making body for agreement (where applicable).
- To consult with relevant organisations when setting and reviewing its plans.
- Membership
- The group should contain representation from:
- Whitehawk Inn
- The Bridge
- Brighton and Hove City Council (Community Skills and Learning)
- Working Together Project
- Learning and Skills Council
- In addition, the group is able to co-opt other people as and when appropriate.
- The membership and structure of the Group should be reviewed, via inclusion on the agenda, after one year to assess its perceived success.
- Person Specification for Group membership
- Nominated member/officer with the authority to, in principle, make decisions which may affect their own institution/organisation (when representing an organisation)
- To possess a sense of accountability, through the Adult Learning Group and the Learning Partnership Board, to the people and learners of the City.
- To be able to take an objective view of City-wide adult education and training outreach issues and an equally dispassionate review of where resources should best be directed.
- To be willing to give time to the Group’s work, including participating in working parties and consultation exercises with colleagues outside the group.
- To have current, first-hand experience of some aspect of the City’s educational and training outreach provision.
- To be willing to familiarise themselves with aspects of the City’s educational and training provision about which they may know little.
- Organisation of meetings
- A minimum of 4 meetings a year will be determined on an annual basis by reference to the scheduled meetings of the Adult Learning Group and the necessities of the work the Steering Group sets for itself.
- The steering group will conduct an annual review of its activities and the strategic action plan and report to the Adult Learning Group.
- The Steering Group will elect a Chair on an annual basis who will lead the Group’s work and who will convene and co-ordinate the membership of the group and its activities between scheduled meetings.
- In the absence of the Chair, chairing the meetings will be decided by members.
- Declarations of interest must be lodged with the Chair at the beginning of each meeting.
