16-19 Quality Group

 

Terms of reference

 
Overall mission
 
To contribute to the provision of 14-19 education and training in Brighton & Hove which enables every young person to achieve their potential, and which will give them the confidence and skills to take their full place in society and employment
 
Objectives
 
This group supports the work of both the 14-19 Partnership Board and the 14-19 Curriculum Group in the following ways:
 
  • Reflecting on all aspects of  Year 12-13 Quality Assurance including procedures, outcomes and bringing about further improvement in schools with sixth forms and Further Education colleges
  • Evaluating the performance of schools with sixth forms and Further Education colleges by analysing a range of data
  • Developing and sharing good practice regarding quality provision for 16-19 year olds
  • Ensuring information regarding student support (including IAG - for example, funding ,travel, access - and support for students who are NEET) is shared, discussed and disseminated
  • Discussing new educational developments related to IAG and Quality Assurance and considering their implications for 16-19 year olds, and the City’s CYPP
  • Providing a forum through which relevant agencies (e.g. Aimhigher, Clearing House) can share plans and information, and implications can be discussed
  • Responding to issues raised by the 14-19 Curriculum Group and communicating its views to it and any other relevant organisations
 
Accountability
 
The 16-19 Group is accountable to the Brighton & Hove 14-19 Curriculum Group
 
Membership
 
The 16-19 Group will consist of:
 
  • Representatives with either responsibility for or a good understanding of post-16 Quality Assurance from each of  the city’s 11-18 schools
  • Representatives with responsibility for Quality Assurance from each of the city’s Further Education colleges
  • A Learning and Skills Council Sussex representative
  • Children and Young People’s Trust representatives supporting 14-19 provision, Quality Assurance and student support
 
One of the Children and Young People’s Trust representatives will coordinate the group and provide links with the 14-19 Partnership Board and the 14-19 Curriculum group. A chair will be chosen on an annual basis.
 
Person Specification for Group Membership
 
  • Knowledge and understanding of both local and national 16-19 Quality Assurance matters, involvement in the process, and responsibility for planning to bring about further improvement
  • Member of senior management team or equivalent who is responsible for making decisions about 16-19 Quality Assurance issues in their own institution/organisation
  • Knowledge and understanding of a range of 14-19 issues which affect 16-19 provision including Quality Assurance, IAG, curriculum, vocational learning, teaching and learning, and data
  • Ability to take an objective view of City-wide educational issues
  • Willingness to give time to the Group’s work
  • Willingness to engage with new Quality Assurance initiatives and consider their implications for 16-19 provision
  • Interest in developing and sharing best practice
 
Organisation of meetings
 
  • Papers will be sent out two weeks in advance of the meeting and members are expected to come prepared to discuss issues, make recommendations and take decisions on behalf of their institutions when appropriate
  • The 16-19 Group will meet once each half term. Other stakeholders can be invited by prior agreement with the chair. The Group can decide to invite guest contributors with specific expertise, as required
  • The Chair will convene meetings, ensure minutes are taken, lead the work of the Group and ensure agreed actions are taken
  • In the absence of the Chair, members of the Group will decide who will chair meetings
  • The Group will review its terms of reference annually in the summer term
